MOUNT PLEASANT PUBLIC LIBRARY MISSION STATEMENT

The mission of the Mt. Pleasant Public Library is to improve the quality of life for all citizens by providing programs, materials and resources that enhance and contribute to individual knowledge.  We especially recognize our responsibility to serve as a place for children to satisfy curiosity while discovering the joy of reading and education.


 

BULLETIN BOARD AND DISPLAYS POLICY

To ensure the library has an area suitable for public announcements and the announcements meet the following criteria, the Board of Trustees will allow materials to be posted that are of general interest to the community.

Posters, notices and materials for distribution must be submitted to the Director of the Library for approval.

Criteria:

Approved items will be posted.  Items will remain posted at the discretion of the Library and subject to the limits of space.

Items not approved will be kept for 5 days to allow for pick up.

Posters and notices with printed price charges may be accepted, but not those announcing events of a strictly commercial character.

Announcements of courses given by educational institutions or sponsored by a recognized community group (Chamber of Commerce, BPW etc.) may be accepted, but not those publicizing instruction or courses by private firms.

Announcements concerning group religious activities may be accepted.

No posters of a political nature will be displayed.  This includes student groups.  Exceptions to this rule, at the discretion of the Director and Board, would be political materials of a non-partisan nature that educate the public on bond issues, tax levies, etc.

It is strictly prohibited to distribute or display advertising literature in the library area or on the bulletin board, to circulate or post petitions, or to solicit funds for any purpose, other than those from which the Library will directly benefit. 

The Library assumes no responsibility for the preservation, protection, or possible damage or theft of any item displayed or exhibited.  All items placed in the Library are done so at the owner's risk.

Posting of notices and distribution of materials does not imply endorsement by the Library.

The Library assumes the right to refuse any announcement it considers too commercial, in bad taste, or of doubtful value.


 

CIRCULATION POLICY

 The Board of Trustees initiated this policy to ensure access for all library users to the materials of the Mount Pleasant Public Library.

Reference Materials:

Reference materials may be used in the library.  Only the director or children’s librarian can allow someone to checkout reference material.

Printed Materials:

Books

All books are checked out for a period of two weeks.  They may be reserved, renewed and used for Outreach Services. Materials on reserve or new may not be renewed.

Fines are 10 cents a day per book with a maximum fine of $3.00.  There is a 6 day grace period.

Magazines

Magazines are checked out for a period of two weeks.  New issues cannot be checked out.  Magazines can be renewed, reserved and used for Outreach Services.

Fines are 10 cents a day per magazine with a maximum fine of $3.00.  There is a 6 day grace period.

Newspapers

Newspapers are checked out for a period of two weeks.  New issues cannot be checked out.  They cannot be renewed,  reserved or used for Outreach Services.

Fines are 10 cents a day per newspaper with a maximum fine of $3.00.  There is a 6 day grace period.

Pamphlets

Pamphlets are checked out for a period of two weeks.  They can be renewed, reserved or used for Outreach Services.

Fines are 10 cents a day per pamphlet with a maximum fine of $3.00.  There is a 6 day grace period.

Audio-Visual Materials

Cassettes, Kits, Audio Books, Music Tapes, and CDs

All of these types of materials may be checked out for a two week period.  They may be reserved, renewed and used for Outreach Services.     

Fines are 10 cents a day per title with a maximum fine of $3.00.  There is a 6 day grace period.

Video Cassettes

Videocassettes may be checked out for 1 week.  There are no reserves or renewals on videocassettes and they may not be used for Outreach Services.

Fines are $1.00 a day per title with a maximum fine of $5.00.  There is no grace period.

DVDS

DVDs may be checked out for 1 week.  There are no reserves or renewals on DVDs and they may not be used for Outreach Services.

Fines are $1.00 a day per title with a maximum fine of $5.00. There is no grace period.

Terminology

Renewal of material occurs when a patron has already checked the material out and needs it for a longer period.  Materials may be renewed twice, as long as, the materials are not on reserve and have been in the collection for 3 months or longer.  Renewals may be done over the phone.

Outreach Services is for the patron who finds use of the library to be physically impossible.  Materials are checked out for a month and delivered to the homebound, elderly, disabled etc.

Grace Period is an extension of 6 working days past the due date before the patron is charged fines for overdue materials.  Not all materials have a grace period and once the grace period is up the fine is retroactive to the due date.

Reserves are requests to hold for patrons, materials that the library owns, but are not on the shelf.  Patrons are called when materials come in and the materials are held for 3 working days after which they are given to the next person on the list or returned to the shelf.

Teacher Loans allow teachers to check out school needed materials for one month.  This applies only to books, kits, magazines and pamphlets.  The grace period and fines follow the regular schedule.  Teachers must inform the library that they need a teacher loan.

Vacation Loans allow vacationing patrons to check materials out for one month.  This applies only to books, kits, magazines and pamphlets.  The grace period and fines follow the regular schedule.  Patrons must inform the library that they need a vacation loan.


 

 COLLECTION DEVELOPMENT POLICY

Purpose:

The Board of Trustees has established this policy to provide full and equal access for all to resources that enhance and contribute to individual knowledge.  Special attention is given to children’s need to discover the joy of reading and education.

 To ensure this the library must provide:

  •  Materials for everyone which enrich and support the library’s service role.

·   Materials on opposing sides of controversial issues.

·   Materials which realistically represent our pluralistic society.

·   Materials which reflect the contributions made by groups and individuals to our American  heritage.

·   Access to materials in print and non-print formats.

·   Access to electronic information for all.

Residents will have the resources they need to explore topics of personal interest and continue to learn throughout their lives.

Selection Statement:

Materials are selected by the library in accordance with professionally accepted guidelines.  Library does not sanction particular beliefs or views, nor is the selection of any given item equivalent to an endorsement of the author's viewpoint.

Reviewing sources include, but are not limited to:  LIBRARY JOURNAL, BOOKLIST, VOYA, SCHOOL LIBRARY JOURNAL, newspapers, popular magazines etc.  The ultimate responsibility for selection rests with the Director and Children’s Librarian.

General Criteria of Selection:

There is no single standard that can be applied to all items.  Each item is evaluated in its entirety and not on the basis of a particular section.  Materials are judged by appropriate standards.

The following criteria are used to build a collection that supports the library’s mission.

·    Availability and suitability of format

·    Suitability of subject, style and level for intended audience

·    Relevance to community and collection needs

·    Potential and/or known demand for the material

·    Quality of the work including design, physical characteristics and illustrations

·    Authoritativeness, accuracy and impartiality of work

·    Cost

·    Reviews

Adult Books:

Fiction:

Works of contemporary fiction, graphic novels, classic works of enduring value, bestsellers and genre fiction, like mysteries, westerns, romances, science fiction, Christian or inspirational fiction, etc. are included in the collection.  Criteria for purchase are local interest, popular demand, quality, cost and whether a title is part of an existing series.      

Non-fiction:

The library acquires materials of both permanent and current interest in all subjects, based upon the merits of a work in relation to the needs, interests, and demands of the community.  The general criteria considered when selecting materials for purchase are authoritativeness of the writer and reputation of the publisher; accuracy of information; impartiality of opinion, or clearly stated bias; timeliness of data; adequate breadth and depth of coverage; appropriateness and relevancy of subject to the library's users; popular demand; historical value; availability of similar material within the community and other area libraries; organization and style appropriate to the material and to the library's users; good quality illustrations; special features, such as bibliography and index; durable binding and paper; and cost.

Reference:

Reference materials, whether in print or computer-based formats, are those designed by the arrangement and treatment of their subject matter to be consulted for definite items of information rather than to be read consecutively. They can provide quick, concise, and current information or they may serve as an index to other materials in the collection.  Books in the reference collection are designated for use within the library. According to their primary use, these materials may be located in Adult Reference, the Computer Access Center, or Children’s Reference sections. 

Online databases are chosen by assessing relevancy to community needs, currency of the information, reputation of publisher, ease of access for patrons and cost. 

Children’s Materials:

The children’s collection provides materials to children ranging in age from birth to 12 years old which helps them discover the joy of reading and education.  The collection will cover reading levels from picture books to beginning readers to chapter books.  The collection meets the above stated general criteria as well as the following:

·    Quality and appeal of illustrations

·    Age-appropriate subject matter, vocabulary, organization and scope.

·    Diversity of cultures, views, and beliefs,

·    Inclusion of index, bibliography, and illustrations in nonfiction materials

·    Award-winning materials on both the national and state level

·    Popular demand materials including series

Young Adult Material:

The Young adult collection is comprised of popular fiction materials of interest to ages 12-18.  Other determining factors for inclusion in this collection are:

·    Reading levels

·    Popularity by young adults, including authors and series

·    Age of main character

·    School setting or grade level

·    Theme or subject matter of interest to young adults

·    Consideration of relevant social issues

Young adult non-fiction is bought using the same guidelines as the adult non-fiction, as well as, the above criteria and is integrated within the adult non-fiction collection.

Audio-Visual Material:

The type of media provided will depend on the popularity and availability of the media, availability of equipment, and technological changes.  Titles are chosen for a wide, general audience and not to support any specific educational curriculum.

General Selection Criteria:

·        The format chosen should be the most physically enduring and stable format in which materials are widely available.

·        Popular demand

·        Enduring interest and lasting appeal

·        Current content of the collection

·        Reviews, awards

·        Quality of production

·        Local significance

·        Recognized author, performer, composer, director, producer and/or artist

·        Cost

In choosing titles for the children’s media collection consideration will also be given to

  • Appeal to a wide age range of children from preschool through elementary/middle school

  • Contribution to language or skill development

  • Use to stimulate imagination and curiosity

  • Promotion of reading readiness, acceptance of reading, and motivation to read

  • Titles based on books

  • Popularity of characters to children

Video

The video collection should represent a wide range of interests and tastes.  The collection shall include classics, non-fiction such as how-to, history, science, parenting etc., as well as, popular titles.  The quality of videos in the collection should be judged by the contents of the work as a whole, not by individual excerpts.  Criteria for selection are as follows: 

  • Favorable reviews

  • Appropriateness of the subject to the collection

  • Appropriateness to the interests and skills of the intended users

  • Technical quality

  • Artistic merit

  • Patron demand

  • Cost

Recorded Books

The library's goal is to provide a collection of recorded books that reflect many of the areas of the print collection.  The recorded books will be purchased in the CD format.  Both abridged and unabridged selections will be added to the collection.  Criteria for selection include the following:

  • Ease of understanding by users

  • Technical quality

  • Patron demand

  • Artistic merit

Music

A collection of musical selections will be maintained to meet the informational and recreational needs of our patrons.  Effort will be made to include selections in the various genres such as jazz, rock, rap, country, Christian, blues, classical, children's songs etc.  Criteria for selection are as follows:

  • Artistic merit

  • Patron demand

  • Technical quality

Computer Software

Computer software is selected through the various review material and needs of the patrons.  Care is taken to ensure that the library computers have the ability to access the software.

Periodicals:

Periodicals are publications issued and received on a regular basis in print, microfilm or electronic format.  They are an important part of the collection because patrons use periodicals to keep informed on the current topics that affect their lives.

Duplication of Materials:

Materials are duplicated when reserves on materials number 3 or more.  If possible, duplicated materials are purchased in paperback.

Local Authors:

An effort is made to buy works by local authors if the material deals with Mt. Pleasant, Henry County or Iowa.  All other works by local authors are bought using the guidelines for fiction and non-fiction.

Textbooks:

Textbooks are not bought unless they are the only source for the information presented.

Scholarly Materials:

Scholarly materials are generally not purchased.

Weeding Statement:

Weeding is the systematic removal of materials no longer useful to maintaining the purposes and quality of the collection.  The criteria used for weeding is:

  •     To discard or replace worn and unattractive materials.

  •     To rid the collection of out-of-date or inaccurate material.

  •     To rid the collection of materials not used.

  •     To provide a continuous check on the collection for material needing mending or binding discover lost or stolen materials, or maintain an accurate volume count.

This makes the collection more attractive and up-to-date, saves patrons and staff time in searching for books and allows space for expansion of the collection.

The guidelines to be followed in the weeding process are those described in the publication THE CREW MANUAL and other professional publications.  Worn out, damaged, or unused material is either discarded or placed in the Friend’s Book Sale.  Gift and memorial materials are discarded.


 

COMPLAINT PROCEDURE POLICY

The Board wants the people of Mount Pleasant and Henry County to have a definite venue to express their opinions and concerns about the materials, policies and general service of the library. 

MATERIALS RECONSIDERATION

If patrons have a complaint about the materials they need to meet with the Director of the Library and follow the Materials Reconsideration Policy in the Policy Book. 

POLICY RECONSIDERATION

If patrons feel a policy is unfair, unwieldy or impractical they need to meet with the Director.  The steps for handling a policy complaint are as follows:

  • Complaints may initially be presented in person but must be followed up with a written statement of the problem within a week of incident.

  • Complaints cannot be second hand in nature.  If patrons have a complaint they must present  it.

  • Director and patron will attempt to resolve the problem.

  • Director makes suggestions or reports problem to Board at next scheduled Board meeting.

  • Patron, if not satisfied, makes full presentation to Board at next scheduled Board meeting.

LIBRARY SERVICE COMPLAINT PROCEDURES

Complaints concerning the services and/or delivery of services should directed to the department involved.

  • Complaints may be initially presented in person but must be followed up with a written statement of the problem within a week of the incident. 

  • Complaints cannot be second hand in nature.  If there is a problem, the patron with the complaint needs to make the official complaint.

  • The staff member in charge of the department will discuss the complaint with the patron and attempt to reach resolution.

  • If resolution is not reached, the staff member and patron will schedule a meeting with the Director.

  • If resolution is not reached at that time, the Director, staff member and patron will meet with the Board at next scheduled Board meeting.


 

 COMPUTER & INTERNET POLICY

Purpose:

The Board of Trustees has established this policy to ensure that full and equal access is available to computer resources for the educational, informational and recreational needs of all our patrons.

Rules:

The library provides 22 computers for patron use.

  • 12 General Computers:  May be used for e-mail, instant messaging, chat rooms, games,      research.

  •  2 Study Rooms: May be used for word processing, college coursework, Business Pro, etc. No Instant Messaging, e-mail, chat rooms or games.        

  • 1 Genealogy/Local History:  May be used for genealogy and local history information only.  No instant messaging, e-mail, chat rooms or games.                 

  •  1 Children’s Area:  May be used for Computer Games Only – for children 5th grade and below.  No Internet access.

  • 2  Laptop Computers:  May be used for e-mail, instant messaging, chat      rooms, games, research.  MUST NOT BE TAKEN FROM LIBRARY AND PATRON MUST BE A LIBRARY CARD HOLDER IN GOOD STANDING AND 18 YEARS OLD OR OLD

  • 4 Card Catalog Computers:  May be used for searching card catalog only.

General Computer Guidelines:

In order to provide Internet and computer access to as many library patrons as possible, the library places a one time a day and a 1-hour time limit per person on computers located at the public hubs and for the laptops.

There is a 2-hour time limit on the study room computers and the genealogy computer.  At the discretion of the library staff, patrons may be allowed to stay on longer if accessing online testing sites, completing online forms, etc.

There is a limit of two people at a computer at any one time.  

Patrons must have a current library card in order to access the computers.  If a patron has library fines of $3.00 or more, he/she may not use the computers until fines are completely paid. 

Patrons who request the use of a library laptop must be a patron of the library, in good standing, and 18 years or older. He/she must also complete a laptop check-out form, and must leave his/her driver’s license or photo ID with the completed form at the front desk.

Guests may use the library’s computers except for the laptops. They must follow the library’s rules and procedures.  A guest user is a person who is not from this area and is just passing through or is here no longer than a month.

The library charges 10 cents for each text page printed using library equipment and 25 cents for each color page printed using library equipment.  Price for copies from the microfilm reader/printer is 25 cents per page.  The Mount Pleasant Public Library complies fully with the United States copyright law.

It is also the responsibility of the patron to evaluate the quality of the Internet information accessed.  The library cannot accept responsibility for the accuracy of its content.  If the patron feels information obtained through the Internet is inaccurate or offensive, we suggest that the patron contact the original producer or distributor of this information.  The availability of the information does not construe endorsement of the content by the Mount Pleasant Public Library.  The Mount Pleasant Public Library cannot guarantee confidentiality over the Internet.

For library patrons under the age of 18 yrs. old:

Because  parents ARE STRONGLY ADVISED TO MONITOR THEIR CHILD’S INTERNET USE, there are several guidelines that we ask parents to observe.  These guidelines are as follows:

·    Computer use by children age 7 and under shall, at all times, be supervised at the same computer station by a responsible person, e.g. an adult or adolescent age 14 or older. 

·    Computer users with young children accompanying them will be required to keep them from bothering other patrons, in any way, in accordance with the Library Conduct Policy. 

·    Children under the age of 18 must have a parental slip signed by the parent or guardian before a library staff member on file at the library and a library card before they can access the Internet.  Therefore, when a parent or guardian signs an Internet permission form they are giving their child unlimited access to all aspects of the Internet. 

The library does not act in place of an absent parent.  Access to World Wide Web sites is not limited.  The library staff will not monitor a child’s Internet usage and limit access from material that might be considered inappropriate.  

Pamphlets explaining safety on and proper usage of the Internet are available for parents and children. 

Computer Conduct:

The library reserves the right to refuse computer access privileges to any patron and guest patron who do not observe the following policies and guidelines. 

·    Damaging or destroying equipment, software or data belonging to the library or to other users, including adding, altering, or deleting files or configurations on Library Internet workstation hard drives or other library computer equipment, violating network integrity, using patron-supplied software on library equipment.

·    Abusing computer time limits.

·    Using the Internet for any illegal activity or for other activities such as accessing child pornography, harassment, distribution of unsolicited advertising, propagation of computer viruses, attempting to make unauthorized entry into other computers, or violating copyright laws.

·    Disrupting the use of workstations by other patrons, or breaching the privacy of other computer users.

·    Downloading or saving information to the computer’s hard drive, or saving information to the computer’s hard drive.

·    Using the library’s e-mail address to send or receive messages.  You must have your own e-mail address through Hotmail or other Internet based e-mail providers.

·    Accessing sexually explicit information or sites.

·    Committing fraudulent acts such as, but not limited to hacking.

Patrons who do not follow the above guidelines will lose library privileges as follows:

·    For the first offense:  The patron will not be allowed to use any of the library computers for at least one week. 

·    For the second offense:  The patron will not be allowed to use any of the library computers for one month. 

·    For the third offense:  The patron will be permanently barred from using any of the library computers. 

·    In certain instances, depending on the facts, the library reserves the right to choose the most severe action.  


 

EQUIPMENT USAGE POLICY

Purpose:

The Board of Trustees developed this policy to ensure fair usage of library equipment for all.

Equipment:

The following equipment is available for usage by staff and Henry County groups:

Television, Video/DVD player, Multi-media projector, Laptop Computers, Podium, CD player, cassette player and overhead projector

Usage Rules:

Staff

The staff may use the equipment in-house or for an outside program.  Staff member needs to sign-up with administrative assistant prior to date needed to make sure equipment is available; to learn how to use equipment and to make sure equipment works.

Henry County Groups

Henry County Groups using library or Civic Center facilities may be charged a deposit fee to use the equipment.  The deposit fee will be returned within two working days if equipment is returned undamaged.  The equipment usage form must be filled out by the requesting group.  The library has to be notified at least 24 hours before date needed to ensure equipment is available and contact person knows how to use it.  It is the responsibility of these groups to make sure the equipment is brought back on time and in good condition.  In order to use library equipment, patrons’ accounts must be in good standing, be 18 years old and older and fill out the required paperwork.  In most cases patrons will have to leave their driver’s license at the front desk until equipment is returned.

Outside of Facility Use

The library does not allow the equipment to be used outside of the Mount Pleasant Public Library/Civic Center.

Deposit Fees:

City is not required to pay a deposit fee if they need to use equipment.

Penalties

If equipment is not returned on time and/or in good condition, deposit fee is forfeited and group will be charged for any repair or replacement costs and will not be allowed to use library equipment or facilities in the future.


 

FAX POLICY

The Mt. Pleasant Public Library provides fax services for the reference and inter-library loan needs of Mt. Pleasant and the surrounding communities free of charge.  The library neither serves in place of, nor wishes to compete with, local fax businesses. 

Non-interlibrary loan or reference fax requests will be accepted, but the customer will be charged for each page being sent or received. 

Library staff may use the fax for professional library activities and administrative matters at no charge.  If the staff request is for personal use, the staff must pay the regular charges for each page being sent or received.

Faxing will be done free of charge for the city.

FINANCIAL POLICY

Investment papers and records will be kept in the safety deposit box of the bank.  At no time are records to be kept at the Library.  When they need to be renewed or reissued the business will be conducted at the bank with at least two members of the staff involved.  This would usually be the Director and Administrative Assistant.   Two signatures, authorized by the Board, are required before safety deposit box can be opened.

Investments that need to be renewed or reissued need to be discussed with the Board and must have the approval of the Finance Committee, President of the Board and City Clerk.  The Director does not make decisions on investments. 

Once a year, on or about June 1, the Finance committee of the Board and the Director of the Library will go to the safety deposit box to review the investments.


 

 FINES AND FEES POLICY

Purpose:

The Board of Trustees feels it is the responsibility of the patrons to bring the materials borrowed, back on time and to pay the fines and fees established by this library.  This policy is to ensure a fair and equitable fine and fee structure and procedure.

Fees:

Fees are charged for the following:

 Library card replacement        $2.00

 Copying                                $.10 to $.25 per page

 Room Rental Deposit            $20.00

 Date Due Cards                     $1.00

Fines:

All patrons are fined if material is overdue or damaged.  The fines range from 10 cents a day to $1.00 a day depending on the material.  Once a patron has accumulated fines of $3.00 or more borrowing and computer privileges are forfeited until the fines are completely paid. 

If materials are lost the patron will be charged current replacement costs for the material.   The patron has the option of getting the permission from director to replace the material.  Fines will be forgiven if patron pays for or replaces the material.  Once materials have been overdue for 2 months or more borrowing privileges are forfeited.

If material is damaged the patron is charged for the cost of the repair.  If the material is damaged beyond repair the patron will be charged current replacement costs.  Patrons will be notified by mail of damaged materials. 

A patron is charged a $1.00 for every video not rewound.

If materials borrowed from other libraries (ILL) are returned late the patron is charged according to our fine policy.  If the materials are lost or damaged, the patron is charged according to the lending library’s policy.

If a title is no longer available, average cost will be charged to the patron.

Damaged Cases or Bar Codes:

When audio cases, video cases, compact disc cases, bar codes, date due cards and protection cases are damaged or lost the patron is charged as follows:

If a patron fails to return library materials for two months or more after the due date the library reserves the right to pursue legal avenues as set forth in section of 714.5 of the Iowa Code.

If a patron attempts to conceal library materials or equipment either on library premises or outside library premises the library reserves the right to pursue legal avenues as set forth in section 714.5 and section 808.12 of the Iowa Code.

 GENEALOGICAL POLICY

The Mt. Pleasant Public Library maintains a local history/genealogical area. 

This area houses materials of importance to the history of Mt. Pleasant, Henry County and surrounding counties and materials on Iowa.  Genealogy and local history materials are not available for checkout.

The library is happy to help people with genealogical questions.   However, questions requiring extensive research might be referred to local residents who do genealogy research.

If the library research requires over two hours of research and/or more than five pages are copied the patron will be charged a flat fee of $5.00 or $1.00 per copied page whichever is more.


 

GIFTS AND DONATIONS POLICY

The library is honored to receive books and other materials as gifts from patrons.  However, the gifts need to meet the selection criteria of the library.  Therefore, it is important that the donor check with the library before purchasing material.

Gifts are subject to the library’s weeding policies.  Gift books are not put in the Friends’ book sale, but are destroyed if weeded.

Donations of used materials are gratefully accepted.  The library does reserve the right to determine if these materials will be put on the shelf or be used in the Friends’ book sale.

LIBRARY CARD POLICY

Purpose:

The Board of Trustees has established this policy to ensure that full and equal access is available to resources that enhance and contribute to individual knowledge, enlightenment, and enjoyment for all.

Borrowing Privileges:

Any person residing or owning property in Mt. Pleasant or rural Henry County may obtain a 3-year card by providing identification and completing a registration form. Children in 6th grade and below must have a parent or guardian present to sign the registration form. 

Residents of the contracting cities of Olds, Rome, Wayland and Westwood may obtain a 3-year card by providing identification and completing a registration form as long as the yearly contract fee has been paid by these cities. 

Residents of Henry County towns that have signed the Open Access Agreement may obtain a 3-year card by providing identification and completing a registration form.

Iowa residents from towns outside of Henry County whose library has signed the Open Access Agreement may obtain a 1-year card by providing identification and completing a registration form.

Iowa Wesleyan students may obtain a 1-year card by providing a current Iowa Wesleyan ID and completing a registration form.

Library privileges are forfeited when patrons have library fines or fees of $3.00 or more and/or materials overdue for two months or longer.
